They have to be clear on their objective, whether they want lower returns but lower risks. Making a 40% allocation to financial companies looks like taking a huge swinging bet to me akin to some hedge fund strategy.<br /><br />As for no transparency, that has always been the case. During the Asian crisis, M'sia was the fav whipping boy on no transparency by the shrilling foreign media but not even a squeek about GIC or Temasek. Heck even the GIC office building has no windows!
